BEIJING — China's most wanted fugitive Yang Xiuzhu, who had been on the run for 13 years, returned to China Wednesday and turned herself in to the authorities, according to the Communist Party of China's disciplinary watchdog.

北京消息，中央纪委消息，周三，潜逃海外13年之久的中国头号逃犯杨秀珠回国投案自首。

杨秀珠，现年70岁，浙江省建设厅原副厅长（former deputy director of the construction bureau）。2003年3月，浙江省检察院反贪局人员（graft inspectors）带走杨光荣，并调走了温州铁路房地产开发公司的所有账册。在调查过程中发现，杨秀珠任温州副市长期间涉嫌贪污贿赂犯罪（alleged involvement in embezzlement）。2003年4月，杨秀珠出逃（fled China）。
杨秀珠是“百名红通人员”头号嫌犯（number one on China's top 100 fugitives）。所谓的“百名红通人员”，指的是2015年4月，国际刑警组织（International Criminal Police Organization，简称Interpol）中国国家中心局集中公布的针对100名涉嫌犯罪的外逃国家工作人员、重要腐败案件涉案人等人员的红色通缉令（red notice）。截至杨秀珠的归案（return），“百名红通人员”已有37人到案，超过了总人数的三分之一。
